It’s not referring to any particular "parts"….it’s just implying that those who have no emotion or feelings, no joie de vivre (joy of life), only partially exist and are not experiencing life to its fullest. It would be similar to saying a person is three-quarters dead, they get so little out of life.

It can vary depending on people’s different opinions. But the obvious is that one of that parts is a heart, and the brain.
