What does "fear of ideas makes us impotent and ineffective" mean?

I have to do an essay relating this quote to "the chocolate war" but idk what the meaning of this quote is. can you help me please? thank you <3

The fear of ideas being referred to sounds like people fearing that others will ‘get ideas’ either on how to change things, or how to stand up for themselves.

"impotent and ineffective" means that if people are afraid of that, they won’t be able to do or achieve anything. They need to risk whatever it is they fear of ideas in order to progress in life.
