Perhaps you are thinking of I John 4:18a

There is no fear in love; but perfect love casteth out fear (King James Version)

The author is not stated explicitly, but if he is the same as the author of II John and III John, shorter epistles with very similar messages and language, then he is "The Elder," named John in traditions going back to Polycarp (116 AD), and further identified as the apostle John and author of the Gospel of John.

I think you’re looking for Machiavelli: "It is better to be feared than loved", from The Prince. Although he’s Renaissance, not ancient.
